This growth was primarily fueled by a change order related to the New York City red-light expansion program. Notably, the Government Solutions segment saw a remarkable 19% increase in service revenue, driven by the expansion of various enforcement programs, including those for bus lanes and school bus stop arms. Additionally, the Commercial Services segment contributed with a 7% growth owing to higher product adoption rates, increased tolling activities, and expanded European operations.

Earnings Performance

Verra Mobility’s net income for the third quarter reached $46.8 million, translating to $0.29 per share based on 161.9 million diluted weighted average shares outstanding. This represents a substantial increase compared to $34.7 million, or $0.21 per share, for the same period in 2024. The improved earnings were largely attributed to enhanced operational income and reduced interest expenses compared to the previous year.

Adjusted Earnings Metrics

The company reported an Adjusted EPS of $0.37 per share for the third quarter of 2025, up from $0.32 per share in the third quarter of 2024. Furthermore, Adjusted EBITDA stood at $113.3 million, compared to $104.7 million during the same period last year, reflecting a healthy EBITDA margin of 43%.

2. Operational Cash Flow and Free Cash Flow

Verra Mobility experienced a decline in cash provided by operating activities, which dropped to $77.7 million from $108.8 million in the previous year, primarily due to an increase in accounts receivable. The company’s Free Cash Flow also saw a decrease, recording $49.0 million for the third quarter of 2025 compared to $85.1 million for the same period in 2024.

David Roberts, President and CEO of Verra Mobility, expressed optimism about the company’s performance, stating, "We delivered a strong third quarter with all key financial measures ahead of our internal expectations." He highlighted the significant impact of the NYCDOT red-light expansion and noted that the company is increasing its Full Year 2025 revenue guidance while reaffirming its other guidance measures.
