Joby Aviation, Inc. (NYSE:JOBY), a pioneering name in the development of electric air taxis, has announced a significant partnership that positions it to launch pre-commercial evaluation flights in Saudi Arabia. This strategic move, detailed in a press release dated November 19, 2025, marks a critical step in Joby’s expansion into the Middle East and aligns with the Kingdom’s vision for sustainable tourism and advanced mobility solutions.

1. Memorandum of Understanding

The newly signed memorandum of understanding involves collaboration with Red Sea Global (RSG) and The Helicopter Company (THC). Under this agreement, Joby is set to conduct evaluation flights in the Kingdom within the first half of 2026. The initiative will take place within a designated "sandbox," designed to facilitate the assessment of potential air taxi operations in the region. This sandbox will serve as a testing ground for various operational elements, including flight charging, airspace integration, and ground communication systems.

Commitment to Sustainable Travel

John Pagano, Group CEO of Red Sea Global, emphasized the importance of this partnership in redefining sustainable travel in Saudi Arabia. “At Red Sea Global, we are committed to redefining sustainable travel and setting new standards for innovation within the Kingdom’s tourism and mobility sectors,” he stated. The collaboration with THC and Joby aims to integrate electric vertical take-off and landing (eVTOL) aircraft into Saudi Arabia’s regenerative tourism framework, thus providing faster and cleaner travel options for visitors.

Innovations in Urban Air Mobility

The CEO of THC, Captain Arnaud Martinez, remarked on the growing significance of eVTOL technology, stating that it represents the future of urban passenger transportation. He expressed confidence in the partnership, highlighting a mutual commitment to leveraging emerging technologies for a smarter, more connected future.

JoeBen Bevirt, founder and CEO of Joby Aviation, also commented on the excitement surrounding this new venture: “Saudi Arabia continues to lean in on the adoption of fast, clean, and quiet air travel.” Bevirt reiterated Joby's strategy of collaborating with local operators and government entities to streamline their entry into new markets.

2. Regulatory Framework Support

Joby’s announcement follows its recent collaboration with the General Authority of Civil Aviation in Saudi Arabia to develop an air taxi regulatory framework based on Federal Aviation Administration (FAA) certification standards. This proactive approach demonstrates Joby’s commitment to navigating the regulatory landscape effectively as it prepares for operational launches.

3. Expanding Horizons in the Middle East

The partnership in Saudi Arabia is part of a broader strategy for Joby, which has been steadily expanding its presence in the Middle East and Central Asia. Just last month, Joby announced a long-term collaboration with the Ras Al Khaimah Transport Authority and Skyports Infrastructure to establish a passenger air taxi network in Ras Al Khaimah by 2027. Additionally, plans are in place for Joby to commence air taxi services in Dubai in 2026. The company has also signed a letter of intent with Alatau Advance Air Group, valued at up to $250 million, to introduce air taxi services in Kazakhstan.

4. A Vision for the Future

As Joby Aviation continues to make strides in the urban air mobility sector, the partnership with RSG and THC in Saudi Arabia represents a significant milestone. With increasing global interest in sustainable transport solutions and advanced aviation technologies, Joby's initiatives could pave the way for transformative changes in how people travel.

As the company gears up for its evaluation flights and navigates the complexities of international regulations and partnerships, the aviation industry will be watching closely. The success of these ventures could set a precedent for the future of air travel and mobility, not just in Saudi Arabia, but globally.
