Prior to his current position, Ray was the Executive Vice President and COO for FedEx Ground, where he successfully led transformative initiatives, including the consolidation of the Ground and Home Delivery operational networks in 2010 and the integration of FedEx SmartPost in 2019.

As COO, Ray will oversee all aspects of Surface Operations across the U.S. and Canada. His responsibilities will include the daily operations required to safely and reliably deliver millions of packages daily. Additionally, he will focus on executing and implementing strategic initiatives, notably the ongoing Network 2.0 effort, which aims to enhance operational efficiency and customer service.

Raj Subramaniam, President and CEO of FedEx Corp., expressed confidence in Ray’s capabilities. “Scott has been instrumental in leading our Network 2.0 initiative and unifying the Surface Operations leadership teams as one FedEx,” Subramaniam stated. He emphasized that Ray's extensive experience, collaborative approach, and operational acumen will be crucial in generating long-term value for customers, employees, and shareholders alike.

In a notable aspect of this leadership transition, FedEx has indicated that there are no plans to fill the position of president of Surface Operations, which suggests a streamlined organizational structure under Ray’s leadership.
