December 18, 2025 – Parsons Corporation (NYSE: PSN) has announced the appointment of John Martinez as its next Chief Legal Officer (CLO), effective February 16, 2026. This strategic transition comes as current CLO Mike Kolloway has expressed his intent to retire in the second quarter of 2026, after nearly a decade of service in various legal roles within the organization.

1. Leadership Transition

Martinez, a seasoned executive with over 25 years of legal experience, will step into the role previously held by Kolloway, who has been instrumental in guiding Parsons through significant growth and transformation. Kolloway will remain with Parsons as an advisor until his retirement, ensuring a seamless transition for the incoming CLO.

Carey Smith, Parsons’ chair, president, and CEO, praised Martinez for his proven track record and mission-focused approach. “John Martinez is one of the most proven and skilled legal officers in our industry,” Smith stated. He emphasized Martinez's depth of experience in both public and private sectors, which will be a vital asset for Parsons as it continues to expand its legal and contracts organization.

2. A Proven Track Record

Before joining Parsons, Martinez served as the Chief Legal Officer and Corporate Secretary for Maximus, Inc. His extensive background includes pivotal roles such as Vice President and General Counsel for GE Aerospace, as well as several key legal positions within Raytheon Technologies. His experience extends beyond corporate law; he has also held senior executive roles within the U.S. Intelligence Community, including the Office of the Director of National Intelligence and the Central Intelligence Agency.

Martinez began his legal career as an Assistant District Attorney in the Manhattan District Attorney’s Office and later as a litigator at Greenberg Traurig, LLP. His diverse experience positions him well to lead Parsons' legal strategies and compliance initiatives.

3. Mike Kolloway's Legacy

Kolloway's tenure at Parsons has been marked by significant achievements, including the company’s initial public offering and maintaining its reputation as one of Ethisphere’s World’s Most Ethical Companies for 16 consecutive years. Smith acknowledged Kolloway's profound impact on the company, stating, “His leadership has underpinned our program execution, business growth, global legal operations, and our commitment to ethics.”

Under Kolloway's guidance, Parsons has evolved its legal organization to comprehensively support various functions, including contracts, ethics, trade compliance, and insurance, ensuring a robust legal framework as the company navigates complex regulatory landscapes.

4. Looking Ahead

Martinez expressed enthusiasm about joining Parsons, stating, “I am thrilled and honored to be joining such a world-renowned team, which is mission-focused and well aligned with my prior public service and corporate experience.” He is committed to supporting Parsons’ ethical culture and contributing to the company’s ongoing success.

As Parsons prepares for this leadership change, the company remains focused on its mission as a leading disruptive technology provider in national security and global infrastructure markets, with capabilities spanning cyber and electronic warfare, space and missile defense, and critical infrastructure protection.

In summary, the appointment of John Martinez represents not only a significant leadership transition for Parsons but also a continued commitment to ethical governance and strategic growth in an ever-evolving industry landscape. The company looks forward to leveraging Martinez’s extensive legal expertise as it embarks on this new chapter.
