Norfolk Southern Launches East Edge Double-Stack Service Connecting Chicago and New England

Recent trends in consumer demand, the e-commerce boom, and the establishment of expanding distribution hubs have placed immense pressure on freight rail capacity in New England. This has forced many shippers to depend heavily on trucking, which is less efficient. The East Edge service addresses these challenges head-on by providing:

  • A high-capacity rail gateway located in Ayer, Massachusetts, which is considered New England's primary intermodal hub.
  • A faster and more resilient supply chain connection between Chicago and the Northeast.
  • Increased load flexibility and improved network flows throughout the region.

The new route allows for 9,000-foot trains to operate fully double-stacked, significantly increasing the volume of containers that can flow through Ayer. Historically, the terminal managed approximately 80,000 lifts annually; however, a single double-stacked 9,000-foot train has the potential to support up to 200,000 loads per year, creating substantial long-term growth opportunities.

2. A Network Modernization Milestone

The East Edge project represents a milestone in Norfolk Southern's long-term strategy to enhance its double-stack service across its expansive 22-state network. This ambitious endeavor, which has taken over 40 years of engineering work and infrastructure modernization, involved extensive collaboration with various partners, including short lines like Berkshire & Eastern Railroad and Providence & Worcester Railroad, state transportation agencies, and local stakeholders.

Track & Infrastructure Upgrades

Significant upgrades have been made to the track and infrastructure to facilitate the new service, including:

  • Rebuilding 15 miles of track with over 13,600 new crossties.
  • Renewing 14 crossings and installing 7 greaser pads.
  • Conducting brush and ditch clearing over 15 miles.
  • Implementing new crew-change walking pads for enhanced safety and efficiency.

Clearance & Structural Improvements

The project also involved critical clearance and structural enhancements:

  • Raising three bridges in Massachusetts by 12 to 18 inches.
  • Replacing 150 bridge ties and 27 culverts.
  • Engineering 2,000 feet of tunnel clearance in Worcester using a specialized direct-fastened floor system, typically reserved for passenger rail.

Safety & Signal Enhancements

Safety and signal improvements have been a priority throughout the project:

  • Reactivating nine crossings with enhanced protective measures, alongside the installation of a new crossing in collaboration with another Class I railroad.
  • Installing a new Automatic Equipment Identification reader for accurate tracking of cars and locomotives.
  • Adding a new approach signal in Delanson, NY, and modernizing safety systems across the board to support reliable, high-capacity double-stack operations.

3. Executive Perspective

Mike McClellan, Norfolk Southern’s Senior Vice President & Chief Strategy Officer, expressed enthusiasm about the launch: “This is a capstone moment in our effort to fully clear the Norfolk Southern network for double-stack intermodal freight. Double-stack clearances drive terminal efficiency, double train capacity, and reduce operating costs. With East Edge, we've unlocked faster service and created room for long-term growth in one of the most important and historically constrained regions in our network.”

Ed Elkins, Executive Vice President & Chief Commercial Officer, also highlighted the service's customer benefits, stating, “East Edge gives Norfolk Southern customers faster, more reliable service, and greater optionality across the Northeast. We're always looking for ways to add value to our customers' supply chains, and this is a smarter, more sustainable way they can grow with rail.”

4. Strengthening the Pan Am Southern Network

In addition to the immediate benefits of the East Edge service, the project reinforces the Pan Am Southern network, which has already experienced a 22% year-over-year growth under Berkshire & Eastern's operation. The reopening of the corridor for high-capacity intermodal trains will free up additional capacity for other types of freight, including autos, bulk, and merchandise, thus energizing the regional economy and creating quality rail jobs.

5. Looking Ahead

Norfolk Southern's multi-decade commitment to expanding double-stack clearance across its entire network continues with a final phase underway in Western Pennsylvania, set for completion by 2028. This initiative underscores the significance of public-private partnerships and targeted infrastructure investments in enhancing freight fluidity, improving customer service, and fostering economic growth throughout the Norfolk Southern network.

With the new capacity now available, Norfolk Southern is poised to explore further opportunities to expand origin-destination pairs into New England, signaling exciting prospects for the future of rail freight transportation in the region.
